The Louisiana Department of Transportation and Development (LaDOTD) is set to embark on a transformative infrastructure project: the $2.3 billion Interstate 10 Calcasieu River Bridge in Lake Charles. This endeavor aims to modernize a critical transportation link, enhancing safety and efficiency for the approximately 90,000 vehicles that traverse this corridor daily.

Project Overview

The project encompasses a 5.5-mile stretch from near Ryan Street in Lake Charles to the I-210 and I-10 interchange in Westlake. Key components include:

  • New Bridge Construction: A state-of-the-art bridge with additional lanes, full shoulders, and roadway lighting, designed to replace the existing structure.

  • Interstate Enhancements: Upgrades to roadways and ramps to improve traffic flow and safety.

  • Service Road Improvements: Enhancements to I-10 service roads and interchanges at PPG Drive, Sampson Street, and North Lakeshore/Ryan Street, facilitating better connections between the interstate, state roads, and local streets.

  • Railroad Overpass: Elevation of Sampson Street over the railroad tracks to eliminate traffic delays caused by passing trains.

Public-Private Partnership

This mega-project is being delivered through a public-private partnership between LaDOTD and Calcasieu Bridge Partners, a consortium led by Plenary Americas in collaboration with Spain-based firms ACCIONA and Sacyr. Funding comprises $1.2 billion from state and federal sources, with the remaining costs covered by toll revenue.

Historical Context and Modernization

The current I-10 Calcasieu River Bridge, over 70 years old and predating the interstate system, is characterized by its narrow lanes, steep approaches, and lack of shoulders and lighting. The new bridge is designed to address these deficiencies, offering a less steep grade, expanded lanes, full shoulders, and improved lighting to enhance driver safety and comfort.

Timeline and Future Operations

Construction is slated to commence soon, with an anticipated completion date in 2031. Upon completion, the Calcasieu Bridge Partners consortium will operate and maintain the bridge for 50 years, ensuring its long-term functionality and service to the community.

This project represents a significant investment in Louisiana's infrastructure, promising to bolster regional connectivity and support economic growth in the Lake Charles area.
